The Planning Division is dedicated to serve public interests and protect individual rights through the planned and orderly development of the lands and environs of Port Angeles.
The City has one-stop permit center located in the main lobby of City Hall, 321 East Fifth Street, Port Angeles, Washington. Office hours are from 8 A.M. to 5 P.M., Monday through Friday.
HISTORIC FIRE HALL / CONDITIONS ASSESSMENT & COST ANALYSIS City Archaeologists Derek Beery provided this presentation to the City Council at the August 2, 2011, meeting. The presentation summarizes the final condition assessment and cost analysis report on the property located at 215 South Lincoln Street.

A core budget of $1.05 million was suggested to improve and modernize the building shell and core. The suggested additional budget for tenant improvements is subject to the type of occupancy and varies from approximately $800,000 for standard office/professional services to approximately $1.2 million for functionality that could include commercial / kitchen / community hall type facilities.

URBAN TREE CANOPY ASSESSMENT City trees have been shown to add significant benefits to urban areas and residents. Those benefits include improved air quality, improved water quality, reduced energy costs, economic benefits, and improved aesthetic. In order to better manage this valuable resource, information on the existing conditions of the community's forest is necessary.

The Urban Tree Canopy Assessment for the City of Port Angeles is a first step in collecting some basic information. The study was funded by the United States Department of Agriculture Forest Service and the Washington State Department of Natural Resources Urban and Community Forestry Program.
The City will operate and maintain these social media sources as a public service to provide information about City programs, services, projects, events, and activities. Information posted is secondary content and features links back to the City's website for more information.
Establishing a presence on Facebook furthers the City's goal to reach a wider audience, engage the public, deliver messages, and connect with citizens.

WATERFRONT DEVELOPMENT CONCEPT
The waterfront design includes Hollywood Beach and the now-vacant “West End Park” next to the Valley Creek Estuary, with improvements to Railroad Avenue between the two. Plans have been divided into phases, enabling the City to make improvements over time as opportunity and funding sources allow.
Other portions of the WTIP include new City entry signs, directional “wayfinding” signs, and transportation-related studies giving direction on ways the City can address parking and multi-use traffic flow. With the exception of the wayfinding signs, which were approved last month, those components will be considered by Council at a later date.

A consultant team led by Spokane-based Studio Cascade, with LMN Architects and HBB Landscape Architecture of Seattle, as well as the local engineering firm Zenovic & Associates developed the plans. Scores of residents, taking part in workshops and community meetings held last year, helped imagine and shape the design. The City-led “PA Forward Committee” advisory group also helped steer the process.
ART FRAMEWORK PLAN
The Waterfront Art Framewok Plan was developed out of the City of Port Angeles' commitment to create a memorable gathering place for residents and visitors alike. The City believes that art in public places contributes to livability, community investment, and a shared sense of belonging. The Art Framework Plan grew as a natural outcome of the Waterfront and Transportation Improvement Plan (WTIP).
The plan is intended to be implemented incrementally as an integral part of the WTIP as the waterfront is developed. The framework plan will guide public officials, architects, landscape architects, artists, and the public in creating a dynamic environment.
Sollod Studio, working in conjunction with Studio Cascade, LMN and HBB, developed the plan. Interviews with Port Angeles residents, business owners, artists, and community officials along with site visits and research formed its development.

City of Port Angeles Land Development Guide The purpose of this guide is to promote City vitality through efficient and functional use of land and natural resources. This guide facilitates the preservation of local architectural characteristcs and visual quality that is complementary to the surrounding environment.
The guide also serves as a reference book of land use recommendations that developers are encouraged to meet or strive to achieve. The guide aims to build upon the historical character of the City by documenting ideal aesthetic detailing, landscaping, historical significance, and sustainable development practices.
This guide recommends solutions to the enhancement and preservation of the City's character but should not be construed as a substitute for the Port Angeles Municipal Code, Shoreline Master Program, or Urban Standards and Guidelines.

PUBLIC NOTICES
PUBLIC NOTICE OF DEVELOPMENT APPLICATION AND PUBLIC HEARING On December 29, 2011, the City of Port Angeles received a shoreline substantial development permit application for the following work within the shoreline area: The application was determined to be complete on December 29, 2011. The site is legally described as being in Township 30 North, Range 6 W.W.M, Port Angeles, Washington, and is generally described as being located along the Port Angeles waterfront between Valley Street extended and Lincoln Street.
The project consists of redevelopment of public amenities along the subject corridor including a new concrete pedestrian walkway esplanade, resurface automobile and pedestrian areas, expansion and redevelopment of the Hollywood Beach area, a new west end park near the Valley Creek estuary, and a pedestrian bridge from Municipal Pier to the west side of Peabody Creek.
Written comments on the proposed development must be submitted in writing to the Port Angeles Department of Community & Economic Development, P.O. Box 2876, Port Angeles, Washington, 98362, no later than January 31, 2012.
The PORT ANGELES PLANNING COMMISSION will conduct a public hearing on the proposal on FEBRUARY 22, 2012, 6 p.m., in the City Council Chambers, 321 East Fifth Street. The application materials may be reviewed at the City's Department of Community & Economic Development. Interested parties are invited to attend the meeting, make comment on the application, and may request a copy of the decision once it is made. City Hall is accessible for persons with disabilities.
STATE ENVIRONMENTAL POLICY ACT: It is anticipated that a Mitigated Determination of Non Signficance (MDNS) will be issued for the project per WAC 197-11-340(2) following the public comment and review period that will end on January 31, 2012.
